Hoang Pham is an assistant professor of economics at Oregon State University. He graduated from Foreign Trade University in Hanoi and Colorado State University in Fort Collins, Colorado, in 2014. Afterward, he completed a Ph.D. in economics in 2020 from Syracuse University, New York.

Hoang's current research focuses on three interconnected topics: the measurement of inefficiency/inequality in the labor market, barriers to efficient allocations of human resources, and the effect of large-scale industrial/trade policies in developing countries. His research explains how opening to international trade affects competition and distortions in a country's domestic labor market. In addition, he has investigated the impacts of globalization on intergenerational mobility, labor markets, and productivity in developing countries such as China and Vietnam. Hoang's research employs new statistical methods, and he develops new theories to guide or explain empirical findings. He has published papers in economic journals such as the Journal of International Economics and the Journal of Applied Econometrics.
