Ross Finnie is a Full Professor in the Graduate School of Public and International Affairs at the University of Ottawa. He was educated at Queen's University, the London School of Economics, and the University of Wisconsin-Madison, and has previously held positions at Laval, Carleton and Queen's Universities.

Professor Finnie is a Research Fellow at the Social Research and Demonstration Corporation (SRDC), the Institute of Labor Economics (IZA), and the C.D. Howe Institute, and is a member of Statistics Canada’s National Advisory Committee on Postsecondary Education Statistics, Employment and Social Development Canada’s Advisory Committee on Learning, the Experts Panel of the federal-provincial Labour Market Information Council, and the C.D. Howe Institute’s Human Capital Council.

Professor Finnie’s current research interests include a focus on education, including K-12 experiences and outcomes, access and barriers to post-secondary education (PSE), PSE student pathways, and post-schooling labour market (and other) outcomes. His work includes the development of predictive models of student outcomes with the goal of identifying and supporting students at risk, the evaluation of student support initiatives, and a focus on disadvantaged and under-represented groups. This research has a strong emphasis on the use of linked education and tax administrative data. Other research interests include skills development and related outcomes, poverty and income inequality, income support programs, inter-provincial and international mobility of workers, and other topics in labour and public economics.

He joined IZA as a Research Fellow in July 2015.
