Moderne Sozialstaaten verwenden erhebliche Mittel auf beschäftigungsfördernde und lohnstützende arbeitsmarktpolitische Programme. Für die Entwicklung erfolgreicher Initiativen ist die Evaluation dieser Maßnahmen unabdingbar. In einer Zeit knapper öffentlicher Ressourcen liefert dieser IZA-Programmbereich Politik und Bürgern empirisch gesicherte Erkenntnisse über die Wirksamkeit oder Unwirksamkeit arbeitsmarktpolitischer Maßnahmen. Welche Teilnehmer profitieren tatsächlich von einer Maßnahme? Wie wirkt die Maßnahme bei denjenigen, die nicht daran teilnehmen? Die Anwendung ökonometrischer Techniken erlaubt solide Antworten auf diese Fragen selbst dann, wenn keine ausreichenden Informationen über die ökonomischen Ergebnisse, die sich ohne das Programm ergäben, vorliegen. Durch Simulationen, die auf empirisch erfassten individuellen Verhaltensmustern beruhen, lassen sich die Wirkungen einer Maßnahme sogar bereits vor ihrer Einführung abschätzen. Das IZA setzt diese wissenschaftlichen Instrumente ein, um den politischen Akteuren mit unabhängigem Rat zur Seite zu stehen. Seine Forschung auf dem Gebiet der Programmevaluation soll zur verantwortungsbewussten Verteilung öffentlicher Mittel beitragen.

Evaluation of the New Start-up Subsidy

Short Description: In 2006 the German government introduced the “new start-up subsidy” (Gründungszuschuss) to support unemployed individuals to become self-employed. The implementation of this program replaced the earlier programs, i.e., the bridging allowance (Überbrückungsgeld) and the start-up subsidy (Existenzgründungszuschuss). Evaluation of the latter two programs within the “Hartz-Evaluation” showed that they were throughout successful. The current project aims at evaluating the new start-up subsidy and depicts therefore a consistent extension of the research on start-up promotion in Germany. We adopt a holistic evaluation approach, comparing the labor market outcomes of subsidized founders and a control group of other unemployed individuals on the one hand, and the performance of subsidized businesses to unsubsidized start-ups on the other. Furthermore, we conduct a survey with supported entrepreneurs right after their start up, allowing an assessment of the dynamic process during the founding period.

Job Search Behavior of the Unemployed

Short Description: In this research project we analyze the transition process from unemployment to employment. Thereby we focus on the determinants of reservation wages and the type and intensity of job search as well as their impact on unemployment duration.

Long-Run Effects of Start-Up Subsidies

Short Description: During the 2006 evaluations of the "Hartz reforms", the effects of two kinds of grants for business foundation (start-up subsidy and bridging allowance) were examined over a three-year-period after business start-up. In this project we analyze the long-term effects of both instruments, in order to recommend policy-relevant strategies for the further reform of active labor market policy in Germany. Persons are interviewed five years after entering the programs in order to find out whether they are still successful in the market, how high their income is and, finally, whether their start-ups came along with secondary employment effects.
